Bug Welcome Panel Not Showing

I am unsure what has happened, but I installed this, but cannot see any welcome panel at top. I have it set to show that but hide the Top x posts...

Please let me know....and I bet it can't, but with a stroke of luck for me can any of these be forum blocks displaying at the side???

Your Welcome Panel was turned off. I turned it on and it is now displaying correctly
