Allow usergroups to upload their own tattoos/designs on clothing tops.

I thinking keeping this to one upload for tops only per avatar.

or one upload for to be placed on avatar.

We'll take it into consideration, but it's a pretty complex feature if it can even be done

Probably won't be possible due to the upcoming feature to let people move things around.
