This can already be done via vBulletin, Admin CP >> Notices > Add New Notice

I know it Notice But I want to show where vB Notifications Display.I think this one really helpful.What is Your Wish? What are You Doing Right Now to Make it?

I am not doing anything to make it, the standard Notice is much better as it displays it in a more noticeable location, and it can alert them before the inbox is full, so they can take actions to clear some out so they continue to get pm's.
