Question NavBar

Well this really is not a how do I or a bug.. The NavBar update looks great.. But one question.. Why when your in the Articals the Download tab is gone? But when you go back into the forum tab the Download tab is back?

Hmm, it might be the hook I'm using to set the permissions. CMS is notorious for not using hooks that everything else does. I'll see if there's a better place to set it.
