Mailing List Permissions can not make set to Yes, its set back to Default after save.

As this report pertains functionality that would need to be re-created during the new XF2 version anyway, it doesn't currently serve a purpose.

There won't be any fixes for the existing 4.0.x branch (with few exceptions), so this will be fixed at some point in the future in the v4.1.x branch.
