Click the "Mailing lists" button in your navbar and click "Send mail" next to the mailing list.

Do bear in mind that if no-one is subscribed, no-one will receive the email. You can set default subscribed via the mailing list settings, then go to Tools -> Rebuild cache and run the "Rebuild default subscribed" action.
