Bug Impossible to upload a file since upgrade

Hi,
since we upgrade the product to the last version 1.3.7 we can't upload a file.
each time and whatever the size, the system say the file is too big.
We try to upload a 200ko file
System limit vbDowload : 5000ko
System attachment vBulletin limit : 10000ko
We had noticed the flash uploader has issue too, so we disabled it.
Our system use a folder who is outside www web folder.

Sorry about the problems with the latest release. Could I get an FTP account to try and find out what's going on with it?

I just did a hotfix on what I think the problem is. If you can download the package again and just upload the file dbtech/downloads/modules/uploadModule.php
Let me know if that fixes it

We have a new problem
We can't download a file with VBDowload .
Each time and whatever the type of users and the type of download category, the system say impossible to download, you are not permission
But we are admin ?
Can you help us.

With that new package you downloaded, upload the file dbtech/downloads/modules/downloadModule.php
That should fix the download permissions.
