Please can you try add option DragonByte Tech: SEO - Global Settings link under DragonByte Tech: SEO CP Nav?

The settings in that area should only be edited by an administrator, whereas it's possible to grant usergroups access to the DBSEO CP even if they are not administrators.

No, as those settings should only be editable by someone who has access to the vB AdminCP. Users who have access to the DBSEO AdminCP do not necessarily have access to the vB AdminCP.
