Legacy Giving all users a gift

is it possible to give all current registered users a gift? Is their either a function or database query for that?

It's not currently possible, but I'll change this to a Feature Request so we'll notice it for when future versions are being planned out

Update: This feature, along with an Inventory browser (with the ability to delete items from a user's inventory) has been implemented in vBShop v3
