Bug Double post in the shoutbox when a stream goes live

Example:

[09:01 PM] Momaru
: Angelspoet has just gone live!
[09:01 PM] Momaru
: Angelspoet has just gone live!

The name in this case "Momaru" is the person on the forum who is starting the stream, and "Angelspoet" is that persons TwitchTV name.

I'm unable to replicate any double posting issues, however I did discover that the shout was not correctly flagged as originating from the SYSTEM pseudo-user as was intended.

I've added a hotfix to /dbtech/twitch/includes/functions.php to resolve this
