I've made additional improvements that appear to work on both ISO-8859-1 and windows-1256 now, let me know how this works for you

I wanted mod for this works with Arabic so bad before x"D
Now everything work fine except the hash-tag if I put Arabic hash-tags I get error message "One or more parameters contains an invalid UTF-8 sequence"

I've applied the same encoding changes to the hash tags portion and re-tested it, it should be all good now
