Bug Disallow all CAPS not working

I have tried both option for Disallow all CAPS: YES and NO. I still can use CAPS in both mode.
Please advise.

I am entirely unable to replicate this issue. Please post the shout you are having difficult with and I'll test it with that - however, keep in mind that I am limited in what I can do because I use vBulletin's anti-shouting feature rather than implementing my own.
