Legacy Disable Downloading to prevent excess bandwith usage

One request for this mod if it's not there already. Disable downloading after X GB's have been downloaded within 30 days.

I was told to ask for this feature from vbulletin.org.

Could you please repost that over @ our site DragonByte Technologies - Premium vBulletin Modifications ? We can't log feature requests from vBulletin.org since we don't have access to our logging tools here on vB.org.
