Pending Additional permissions to manage own/any downloads and licenses for own products

There are permissions to create products and edit your own/any products.
What about downloads? There is one administrator permission to manage any downloads. What if I want to allow users to manage only their downloads? It seems to me that this requires a separate permission.

In addition, permissions to manage licenses for your own products are welcome.
