Bug URLs with % are getting 404 error

Make sure the Filter Non-Latin Characters settings is set to Remove or Replace.
 
I just want to make sure we're on the same page. Changing that setting does not mean existing URLs you may have copied to your clipboard works, it means the threads that generate those URLs will no longer include the % sign.

Also, make sure UTF-8 isn't enabled, as that setting should only be used for sites that need unicode URLs.
