Staff Listings

Need a better way to manage staff listings. Right now, everyone on my forum is marked as staff as everyone but registered users (which is pretty much everyone) is in a custom usergroup with custom markup.

The people who are considered "Staff" in the listings are those who show on the Forum Leaders page.
