on the Scheduled Task Manager why the "(Pro) Dragonbyte-Tech: vBDonate - Expired Awards" and "Update Ranks" disabled by default ?

IIRC, that is because there is no need to run it at any time period, on it's own.

It is only intended to run if you click on one of the Update Ranks links, to rebuild them.
