Legacy Option to not add things to hash tags if the first character is a number

As you can see here on DBT, the #1 is getting marked as a hashtag, but really isn't meant to be in the posts they are in. An option in the adminCP to ignore anything with #<number> for the first character would be good in helping keep that cleaned up. Some people might want 'em, but I some (myself), not so much.

We will ABSOLUTELY NOT take this into consideration for future versions.

But only read the words that are not in all caps.
