I'm really sorry about that. If you look at the current nominations for those, do they have any nominations? I believe that if there were no nominations by the end of the time it would just set it to inactive.

I looked at your site and it's as I said. All the ones that are set to inactive and not complete are because there were no votes or nominations for that item during that time period. I designed it that way so if you want you can just change the dates and start it over again.

Why the Plugin are Complete User Options and Start User Options disabled by default?

I believe that I performed the function somewhere else and instead of trying to rip the code out at the last minute I removed the pertinent code and disabled the plugins. I'll probably remove them the next feature release unless I need them for something else.
