Bug header1 position is not working on the CMS

Header1 seems to only work on the forum pages. Any idea on what could cause this and how to fix? I will not work on the CMS.

Are you sure it's designed to work on the CMS? If you manually add text to that template, does it show up on the CMS?

The header1 position is a global position so it should work. What's weird is it works on every other page, misc, profile, and all forum pages. Literally it only doesn't work on the CMS. I tried removing all the widgets and that still didn't change things. It is literally just the CMS.

If you manually add text to the ad template for that ad position, does it show up on the CMS?
