This maybe as designed but today a user can donate any amount to a user that's not enrolled (not in an applicable user group) without indication that the target user would not receive anything.
If it's as designed perhaps we can flip this into a feature request to do some validation before a donation is transferred and stop it from happening if it'll never work.
