Amazon SES has reputation levels which you need to stay under or have your account suspended. There is one reputation metric for bounces and one for complaints. See:

This does not appear to be feasible. XenForo itself does not include the SES part of the AWS API, and installing the AWS package causes the size of the generated zip file to balloon to 39 MB.

If you know of a way around this I'd be interested, but if not, this cannot be added to DB Mail.

Ah thats a shame. Currently I need to go to AWS SES reputation dashboard every day to check and make sure that we are not hitting limits. Maybe AWS support can be of help?

No, AWS support will not be able to split out just the SES Client from the rest of the API unfortunately.

Thanks to Jeremy P I might have found a solution, so I'm setting the two SES suggestions back to Pending until I can investigate further.
