vB Optimise should cache all phrase (var cache) for vBulletin work faster.

This was done in the 3.8 series, due to the way phrases and languages work in vBulletin though it caused several issues so I've yet to make the same move on the 4.0 series. I will look into it, but keep in mind phrase cache won't remove a global query, just cut 1 down slightly as they pair the language query with userinfo
