Bug Admin CP are blank page

Why we need run /install/index.php?upgrade/rebuild to fixing Admin CP blank page?

This is not an issue myself or anyone else is able to replicate so I don't know, sorry.

Today i am get Admin CP blank page then fixed to run /install/index.php?upgrade/rebuild. No i will geted Server Error Log Generated By: Fillip H., Today at 6:42 AM, do you know about this error?
