Legacy Ability to have more than one mailing list owner

I think that it would be useful if we can set more than one mailing lists owners.

In that way we could enable that many people maintain mailing lists without putting them in special usergroups which have access to controlling mailing lists. These users could collaborate and replace each other making mailing lists better and more reliable, thus making them more popular and more useful.
