Pending Option to not send shipping notifications

Repro step:
1. Create an order for a physical item
2. Mark the order completed
3. When you mark the order as shipped, uncheck the "Notify customer of this action." checkbox.

Behavior: The customer will receive a shipped email, even though the notify option was not checked.

Expectation: Customer should not receive an email when marking the order as shipped if the "Notify customer of this action." checkbox is unchecked.

Sorry for the delay in getting back to you.

What you are reporting is not a bug. The "Notify customer of this action" checkbox only applies to the internal forum alert system in XenForo. It does not control whether the email is sent, which should always happen.
