Can a user select whether or not to receive Likes/Thanks notifications?

Yes, via their UserCP.

Is that link part of the User CP interface/UX?

Yes. There is a "DBTech - Post Thanks" menu group in the left side nav, which has a "Settings" sub-menu link. You would also see this on your site if you entered that URL in your address bar, as that menu entry would highlight.

Is there a way to re order this menu?

The hook location is at the bottom. If you modify the USERCP_SHELL template, you can change the template hook in question, but it would move ALL custom UserCP menu entries.
