Legacy Usergroup blocked

Please add the setting. It was impossible to click a buttons if usergroup locked.

That feature is already there, Manage Buttons, untick all the perms for the usergroups you don't want to be able to use the buttons.

There is an option for the user ID - Excluding this member prevents them from being clicking any buttons or controlling their posts clickability...
but there is no setting for usergroups ID.

You can use the "Immune" feature in the Manage Buttons interface to make banned usergroups unable to receive button clicks.
