Legacy Ticket permissions based on category, not global

I'd like to be able to set permissions based on usergroup instead of global for editing/handling forms.

I have different forms on my site, such as one for Website issues and one for applications. I don't want those that handle applications to be able to modify those tickets that are put in for website issues, etc.

In v2.1.0, the Pro version will have an option of per-category "Is Manager" usergroup permissions.
