Legacy Strong Password

How hard would it be to add a password strength requirement? I'd love to have the ability to require a certain password length with options for special characters and/or numbers and capitalization.

This is a feature of our vBSecurity product, as a result it's unlikely we'll duplicate the functionality for AdvReg.
