Legacy Silenced command view permissions

I recently used the silence command and was surprised to learn that other non-mod/non-admins could see that a member was silenced in the chat box. Not sure if I have a permission set wrong or if the feature needs to be added to vbShout, but I don't think everyone that can view the chat should be able to see the moderator actions (and who took them).

I have version 6.1.0 installed so I think I might be a version or two behind the current.
