Implemented Require minimum amount in order to steal

How to write off a certain amount for attempted theft? Then, as now, made theft I don't like. Users put everything in the Bank and with a minimum amount of currency try to Rob rich users. I want a fixed amount written off for every attempted theft, in addition to interest.
