ACP > Usergroups > Usergroup Manager > DragonByte Tech: Thread Ratings - General Permissions

Can Rate Threads?
Can View Ratings?
Is Rating Admin?

Setting the above options in all your usergroups to yes/no depending on your preference should reveal everything for you
