Question NON Members able to kick users from chat

how is this possible? and how would one go about correcting this issue?

The people who created the chat room can also kick users, and everybody who have been granted the Can Moderate Chat permission.

Also, just as a suggestion: This would maybe be more suited as a Bug report than a Question
