Legacy Mentions in moderated posts

Hello,

When a moderated user (his post must be approved first by a moderator to appear public) mentions another user, the email notification is sent immediately to the mentioned user although the post is still in the moderation queue. The mention in also displayed in the user profile in the mentions tab. If another user tries to access the post, they get an error because the post is still moderated.

The email notification should be sent and the mention in the profile should be displayed only after the post is approved by the forum staff.

I'll change this to a Feature Request so that we can look into getting this changed in a future version
