I am sure we saw this one coming:
Manage Keyword Subscriptions Usergroup Permissions.

and If they can not subscribe = have so they can not see/click on Manage Keyword Subscriptions link

We'll take it into consideration, but out of curiosity: why? xD

Keywords are supposed to be a tool to narrow down someone's email preferences, if you want to mail anyone regardless of keyword subscription status, you can simply not tick any keywords when sending the mail

I think it's a smart tool but as an Admin I would rather have usergroup permissions.
Key groups to use and not just everyone to ensure it is being use well and does not get out of control.

But what misuse could come from someone marking that they don't wish to receive emails about, for instance, new running shoes?

I'm just missing the big picture here, sorry
