Is there any support for moving over files from Links and Downloads Manager?

Would there be any possible support to update the descriptions based on ID3 tags in MP3s?

There's currently no importer from that mod available.

I don't know if reading ID3 tags is possible in PHP - I'll flag this as Under Consideration
