Because threads older than a week will not be relevant at the time the user receives the email, this is a design decision.

For several reasons, I would prefer this to be a selectable value, not hard-coded to one week.

There are a number of circumstances where I would see it more useful to use the past 30 days, or even the past 60, for example on new forums or even those with a large active membership, to remind them of important posts from the past month or two.
