Legacy Functions of scrolling messages automatically to the base

When shout default display order was setting to Older First, the scrolling messages aren't automatically to the base.

We never could get that working right in all browsers in the previous version, without disrupting people who were scrolling up to read previous messages.

We'll make another try in the future, though, but I can make no promises
