Bug Custom BB Code being parsed

We have disabled custom BBcode for all users, yet they can still use BBCode in the shoutbox.

Its ever so weird.

I'll look into that for the upcoming release of vBShout 5.4

Though, it may be impossible to fix. Due to incompatibilities with the AME product I had to scrap extended support for custom BBCodes - I don't recall if the permissions to use custom BBCodes were also affected by this.

Like I suspected, it's unfortunately impossible to fix
