Bug Content pending approval

Problem: If a content is pending approval, the word limit won't work.
Solution: word limit must be applied even if the content is pending approval.

Problem: If a content is pending approval, no credit is spent.
Solution: Even if a content is pending approval, credit expense must be made.

Neither of these are bugs. Events are only applied once they leave the moderation queue.

Since it is under control, the user can share below the specified limit. Doesn't get an error here. The workload passes to the moderator. Thanks for the answer.
