Question Bypass/make optional digital Billing Address?

Hi DBtech,
Did a bit of digging through other threads and didn't seem to find concrete answer on this.

I'm wondering if the Add Address page can be skipped when adding only digital items to cart? (paid items, not free which I understand does bypass.) So Purchase button -> Checkout page -> Paypal.

No, as the billing address is required to determine sales tax status.
