If you are talking about the What's Going On area the group need the following:

Only groups that are viewable on the Forum Leaders page and who also have some form of markup added will show up there.

That can be done by going to the usergroup, Setting some sort of form of html markup in, Username HTML Markup and then in Usergroup Options you need to set Viewable on Show Groups to Yes.
