Legacy When no comments display scores tab by default

Basically, the bottom of the screen looks... empty without comments. So if there aren't comments, display the scores tab instead. That way people can see who they need to beat first, etc.

Actually, I'd like to see it as an option as to which to default first anyway... For me, scores are more important than comments anyway, for the players to see when playing. That's their motivation for playing for a lot of people, winning.

The tabs should be cache'd, so 'comments' tab isnt the default.

(I have to hit the scores tab to check other scores ~ so lazy <lol>)
