Bug "Start new discussion" permission set to "Never" doesn't work

I have a usergroup that has the "Start new discussion" permission set to "Never" but the user can still create new threads. They are the cult owner.

That is working as intended, group owners can always perform such tasks.

There should be a permission for this to allow administrators to set to Never or No. I have a Banned user group which allows viewing of things but not allowing performing tasks like creating discussions etc. I banned a disruptive user and he started making threads in his cult he had created before the ban as I thought the “Start new discussion” permission set to “Never” would apply for him too.
