Legacy Sort tabs by category, then by Display Order

Basically what the title says. This will help make it much easier to setup the tab display as well as know what's under what category. I don't have too many and I'm already finding it difficult to make sense of. =)

Ironically I'm here already on this one... I'm doing a major overhaul of the way tabs are stored for the next Beta (4) which will also include a major overhaul of the way the AdminCP displays data. Hoping to get this Beta ready by the end of the weekend. Depends on how many other critical bugs pop up that I have to hunt... xD
