Legacy Redirect or Splash Message for Ads Not Available

Is it possible to add a redirect or a splash message when someone clicks on an ad space that is not set up or un-available? Right now if someone clicks an ad in the "banner space locator" that is not set up in the banner space management it just redirects to a blank page.
