Approved New global option: Time between steal attempts

The steal feature is great fun, but some users take it way to seriously. Please could you add a time option between attempts? It's been abused by some to the point I've got users threatening to leave.

Also users with no credits are able to steal from others. I think, if they have no credits to risk lossing, they shouldn't be able to steal.
