Legacy Manage Digests Missing & Invalid Action Class Error

So I re-imported the newsletter xml as mentioned here but the "manage digest" setting is still missing and I also get a Invalid Action Class error when trying to view the digest log.
See attachment which shows the missing setting and the error.

Please change the category of this thread to a "bug". I must have slipped when choosing the category.
