Bug Individual permission not honored for Complete Order

Similar to the bug for Individual permissions not honored for Download Invoice, it appears the Complete Order action also is missing this check.

Bug Thread 'Individual permissions not honored for Download Invoice'

I added a person as a "Regular Administrator" under Groups & Permissions -> Staff -> Administrators. I checked Manage DragonByte eCommerce: Orders. While they can see the list of Orders, when they try to "Download invoice", they receive an error that says they do not have permission.
